Pete Villegas, born in Puerto Rico, moved with his family to the United States, where he was raised in the 1950s economically depressed, racially charged Harlem. As a young man, he worked his way up the law-enforcement ladder in Philadelphia from police officer to an undercover agent for the Camden County Prosecutor’s and ultimately to Supervisor of Covert Investigations for the State of PA Attorney General’s Office. All along the way, Mr. Villegas accomplished record-setting hand-to-hand busts.
